A land registration program that issues a title certificate with full state responsibility, confirming the clear ownership of the land, in which each piece of land receives a unique identification number.
A long-term obstacle to land utilization has been the existing issues regarding land ownership, while the manual approach to registration and related difficulties also remain a hindrance in this process. Title registration was introduced to Sri Lanka with the aim of establishing strong and clear land ownership to enhance land utilization and development, and to prevent unnecessary disputes related to land rights or boundaries. The computer-based land information system creates an opportunity for better land management and the issuance of state-guaranteed certificates of title. Accordingly, it enables the provision of a convenient, prompt, and efficient service.Consequently, the Registration of Title Act, No. 21 of 1998, has been enacted to make provisions for the investigation and registration of title to a parcel of land and for matters connected therewith or incidental thereto. Through this, a conclusive land title, verified by the state and bearing a unique number, is obtained for every unit of land in Sri Lanka. In this context, empowering people economically and psychologically through land ownership provides greater opportunities for land development, and with its expansion, a land information system covering the entire island is created. This paves the way for scientific management.
