காணி சொந்தம் சம்பந்தப்பட்ட பிரச்சினைகள் காணி பதிவேடுகளை அணுகுவதில் உள்ள சிரமம் காரணமாக காணி பயன்பாட்டில் நீண்டகால தடைகளாக இருக்கின்றன. காணி சொந்தம் அல்லது எல்லைகள் என்பவற்றின் மூலம் எழுகின்ற அநாவசியமான பிணக்குகளைத் தவிர்ப்பதற்காக காணிப் பயன்பாட்டை மேம்படுத்துவதற்கும் விருத்திசெய்வதற்கும் வலுவான மற்றும் தெளிவான காணி உரித்தை வழங்குவதற்காக இலங்கைக்கு உரித்து பதிவு அறிமுகப்படுத்தப்பட்டது. அரசாங்கம் உறுதிப்படுத்திய உரித்து சான்றிதழை வழங்குவதற்கும் சிறந்த காணி முகாமைத்துவத்திற்கும் கணனியை அடிப்படையாகக்கொண்ட காணி தகவல் முறைமை உதவுகின்றது. அதன்படி பொதுமக்களுக்கு இலகுவான விரைவான வினைத்திறன்மிக்க பரிமாற்றல் முறையை முன்வைக்க முடியும்.
